Both local governments and crime lords have had enough of this guy. Caroll is a thief who mainly steals from rich candy folk. She figures they got far too much wealth, so she decided to appoint herself the one to redistribute it. Maybe a beat a few heads that deserve it while she’s at it too.

A very rowdy and impulsive person with no sense of shame, nothing is off the table for this criminal. One could call him a bit chaotic.
