Shakes is a vault dweller from Vault 76. Though he comes from Vault 76, he doesn't have the canon "storyline" the player has in Fallout 76.
Shakes is a greaser in a greaser gang who call themselves "The Downtown Devils", though they're not really devils at all. Shakes is the quiet one of the group, he doesn't talk much and tends to have a RBF, in reality he's very friendly and laid back. Shakes got the nickname "Shakes" because he loves strawberry milkshakes, and drinks them any chance he gets.
Though Shakes is fairly introverted, he likes being around people, he likes listening to people talk and even though he never really has much to say, he likes it anyways. Shakes likes to occasionally go to celebrations or "parties" because he likes to be around positive people and vibes, and it makes him happy to engage with people. Shakes generally likes being around loud and talkative people, since he's the opposite.
Shakes is selectively mute and almost never talks, almost only communicating in gestures and only really talks when he has to, and when he does talk he's very soft spoken and quiet. Though he will call out someone on bad behavior and will always stand up for his friends when needed, whether it be verbally or physically, though he avoids physical conflict if he's able to. Due to his autism, Shakes has a hard time displaying emotions physically like facial expressions or physical reactions.

Summary
Shakes was born a few months before the bombs fell, and thus lived his whole life in the vault.
Shakes had a fairly normal life in the vault, though due to being so quiet, he didn't make many friends until a bit later in his life, when he became friends with his friend Ricky, who he ends up calling Lemon, and another friend they call Biggs. Though he never had a problem with his parents, they were always working, causing them to neglect him, and thus Shakes never really saw them, his house was always very empty and lonely. His lack of interaction with his parents at a young age is what caused his selective mutism and social anxiety.
Shakes started to get into the greaser lifestyle when he was about 19 years old, and him and his friends made each other nicknames, Shakes got his name because he loved Strawberry Milkshakes, Lemon because he made lemon sweets, and Biggs because.... they're big. They called themselves the Downtown Devils and made themselves logos for their leather jackets.
Sometime after they left the vault, they built themselves a house right across the street from Hillfolk Hotdogs, and let people stay in the trailer. Shakes and Lemon don't take any sides when it comes to The Crater and Foundation, occasionally helping both groups. They don't follow any of the Overseers orders and just do their own thing.

Weasel | Best Friend
Weasel and Shakes met sometime after "Cheating Death", when Shakes would offer Lou company, since Weasel is a good friend of Lous. Weasel is like his weird, but fun friend. Weasel has a way of making everyone around them, including Shakes. Shakes loves their company and sees them as a good friend of his.
Lemon Lee | Best Friend / Gang Member
Lemon and Shakes are basically childhood friends. Lemon is the "leader" of the Downtown Devils. Lemons mom was the one who made the gang their jackets. Lemon and Shakes tend to do a lot of missions together and almost never leave each others side when traveling.
Beckett | Best Friend
The gang were the ones who saved Beckett, and helped him with his brother and the other problems he was going through. The gang offered for him to stay with them and he accepted. Though Beckett isn't officially part of their gang, they treat him as such. Beckett is occasionally Shakes' drinking buddy.
Biggs | Best Friend / Gang Member
Biggs is another one of Shakes' childhood friends, and they're also part of the Downtown Devils. Biggs also accompanies the rest of the gang and does missions with them.
The Crater
Though Shakes doesn't take sides, he definitely likes spending time with the people at The Crater than at Foundation, and he has a good reputation in The Crater, making him welcome there anytime. Sometimes the gang stops by to hang out with them and sometimes they like to party together.
Lou | Parental Figure

Shakes met Lou sometime after he got back after the mission "Cheating Death", in which Lou tried to off himself. Though Shakes couldn't relate to his situation or what he was going through, he offered him company, despite not really knowing him. He offered him to keep him company, no asking questions, no unwanted conversations, he wanted Lou to open up on his own time. Eventually they became close and saw each other in a familial way, due to Shakes' absent parents.
Foundation
Though Shakes doesn't really have any sort of connection with anyone at Foundation, he still occasionally likes to help the people that live there.
