It is unclear if any fey are born, but humans can certainly become a fey on rare occasion. One can become a part of the fey by three avenues: enlightenment, attunement, and affluence. You can either start regularly thinking in such a strange way you are no longer human, become so in tune with magic it changes into a fey, or be so famous that a fey up and decide to kidnap you to join their ranks. 

Tobin's memories of his human life are foggy. He considers it "of little interest" as it was almost certainly a far cry from his life now. When asked how Tobin became fey he appears to not understand the question. He just wasn't and then was fey. 

He can change into many things, but favors the form of a large white wolf that walks like a man. Tobin is a mystic interested in new questions and experiences, believing he will understand the cosmos that way. Often this does involve the use of intoxicating herbs, mushrooms, and poultices. 

Tobin is seen as neither good nor evil. Tobin is one of the fey and is capricious as any of them. Many travelers lost in the mountains have been guided back to the roads and some have even been invited to take shelter in his own home. At the same time he is blamed for entire herds of livestock being devoured overnight, driving dogs mad, and even turning a group of reckless children into a pack of savage wolves. 

There are a few select humans who appear to have friendly relationships with the fey. Tobin seems to appreciate the company of other mystics, artists, musicians, and poets.
