Scaliyn is my main Custom Avatar Character in Dragon Ball Xenoverse 2! Below is a rough writeup of his context, followed by info in the same formatting as the character info from the dragon ball wiki, for consistency.<3
Scaliyn's parent is a bio-android, created using salvaged frieza race DNA from the remains of Cell. Essentially Cell2: electric boogaloo, Frieza race edition! Rather than become a biological weapon however, they escaped their creators and much later went on to give birth to Scaliyn, raising him as a regular citizen of Earth.
Scaliyn himself functions as a completely normal member of the Frieza race/Frost Demons, the main difference being that he was raised on Earth around Earthlings, and therefore acts more 'human-like' than people expect. He is fascinated by others of his kind, having grown up with no peers, but is learning the hard way that he doesn't understand their culture. Conversely, the other races/species around him consider him 'one of the NICE frost demons' which he finds vaguely demeaning.
In combat his 'bio-android' ancestry becomes more apparent: Alongside more standard beam and energy attacks, Scaliyn is able to utilise skills that drain energy from his opponents, as well as innately create energy barriers and localised explosions. He only has two 'forms' currently: with and without bio-armour. His species' native ability to go 'golden' is more like a shiny powerup overlay to whatever form he is currently in.
During the plotline of Xenoverse 2, Scaliyn meets fellow frost demon Paneer, with whom he develops a very one-sided rivalry: Scaliyn sees Paneer as naturally confident, talented, and hardworking... All things he feels he lacks. After a lot of exposure to one another and a lot of soul searching on Scaliyn's part (along with the realisation that Paneer just works far too hard for his own good) the two become partners. Later antics revolving around the race-specific xenoverse 2 quest line finds them accidentally co-ruling over the frieza force of one specific time rift together. Currently they are young and inexperienced rulers settling into their new life together, while also trying to maintain a certain amount of work within the Time Patrol... Because it's not really a good look to drop being a time cop because you just hijacked a timeline. >w>'''

Trivia:
-Both Scaliyn AND his parent Mash are based loosely on one of the very first fan characters I ever made, at about 7 years old: Essentially a clone of Cell from DBZ but 'cuter'. As silly as that idea was, the idea of an alien/experiment/frieza-like dragon ball character, connected in some way to cell has stuck with me ever since.
-Another reason that Scaliyn's connection to Bio-Android Cell is emphasised, is that I encountered bugged dialogue during my play through of Xenoverse 2: wherein multiple characters reacted to Scaliyn using reaction dialogue for encountering android 16. Considering I'd already gone with Cell-inspired design cues, fate basically made the decision for me. CX
-Scaliyn's name doesn't match the ice and temperature related puns of Frieza's race because he was raised on Earth in a completely different culture/setting. However, it IS food related like many Earthling names are, and is a compliment to his parent's name. (potatoes and onions being both root vegetables and foods that are commonly served in combination together).
- In-universe, Time Patrollers who haven't met Scaliyn yet sometimes mistake his name for a Saiyan one, and get a nasty surprise when they get a Frost Demon instead.
