Outbreak (Edgar J. Kristonoff)

Outbreak, aka Edgar Jhonen Kristonoff, is a cape- a villain to be exact- his ability is being able to control what state of matter his body is in, and is able to infect others in making them clones of himself for periods of time. His mental instability due to his trigger event has made him even more of a danger to the public, and the Protectorate has him on a watch list ever since he left Denmark. He tried to be a good person but his shard is very aggressive and leaves him in a grey state of knowing what's right or wrong. His only friends are his clones because his stalkerish behavior and inability to properly show his emotion drives people away.
