Much like their four near identical siblings (What, When, Where and Why), Who is an high-ranking, all-seeing deity - a Sentinel.

All Sentinels are assigned the honorable task of tirelessly monitoring their universe's health status, exterminating the parasites that threaten it and, if necessary, taking care of any damage they may cause. 

Only second in hierarchy to the Code (the Creator) itself, who they're also in charge of protecting, they have massive responsibilities and an equally massive ego to match.

They take great pride in their work. Knowing that a minor distraction on their part may eventually lead to the demise of an entire universe... fills them with a inflated sense of self-importance. 

As a result, their attitude is often quite toxic; the Sentinels enjoy keeping up a facade of otherworldly cold, conceited authority when interacting with little pitiful mortals.
