Tacy, the second-born Rockwell sibling, is often regarded as the family's golden child. She adheres to her family's rules and societal pressures out of fear of being ostracized like her elder brother. Unfortunately, this emotional distance has caused her to struggle to form a stable relationship with her parents, despite always maintaining the facade of being the perfect, loving daughter. While she followed her duty of looking after her younger brother, Tacy bonded effortlessly with her older brother, who took her on adventures, answered her questions honestly, and taught her new skills upon request. Despite rumours surrounding her brother's birth, Tacy never shied away from him, and her father warned her to keep her distance. Whenever she acted out or took the fall for her brother, it was all because of their sibling bond.

Her title as the perfect child would be tossed out should the Rockwells discover her deep secret, A fear that would control her for much of her life. When a family image is a top priority, her secret further pushes the Rockwells to the bottom of their community. Tacy kept it closely guarded. She would avoid male suitors and when noticed by her parents she would weaponize their view on public image. As she got older and people began to talk she decided to give her childhood friend Aphrah a chance. His standing within Limbo would further the family image, with the Rockwells already being quite close with his family. It was the perfect cover to hide the truth. She fancied other witch women.

The person she would have confided in disappeared from her life and Limbo left her feeling envious of her brother's freedom. She dreams of reconnecting with him and being liberated from the oppressive expectations imposed by their parents. Despite her fear of her father's anger, Tacy occasionally ventures out beyond Highmarket, spurred on by the negative conversations about her brother. However, each attempt becomes increasingly challenging, and when she reaches Blue Rafters, she regrets her decision. The overwhelming noise and chaos of the world on the surface frighten her, causing her to retreat in terror. Nevertheless, she persists in wondering about her brother's whereabouts every night. To overcome her fear, she exposes herself to the vibrant New York nightlife, observing and learning how to blend in. However, she still requires guidance to master this skill.

She was able to find one in Aphrah who regularly returned to New York but later clung to a woman named Lia. The two would develop a close friendship and later a romantic relationship. At some point, Tacy refused to go home. choosing to live her life with Lia. She was free to be an individual which lead her to discover many things about herself she otherwise wouldn't have gotten to. With Lia's help, she was able to locate her brother reuniting with him. The relationship continued to be strained but both are making an effort to form a better relationship
