Ex-detective who was originally SABAKA's partner prior to REOL. He fell victim to "judgement" during an investigation, where he was deemed "insane" and "unstable". Since then, he has rebelled against all the rules set by the government and aims to spread this virus to the population to take down this dystopia.
During "judgement", he was assigned the job of processing the person he loved and since then he has been haunted by them through the medium of television. She has gifted him one of her silver eyes, which he replaced as one of his own. This affects his decision-making and the way he acts. He is impulsive and easily irritable, due to his short fuse he ends up getting his hands dirty constantly. NEUTRAL appears to have a "charming" personality and an unhealthily strong sense of justice.
Information about him is strictly confidential, not much is known about him aside from the higher-ups in HQ.
NEUTRAL's highly respected, ex-partner during the time he was working for HQ. His favorite thing is to piss her off and toy around with her as much as possible. He wants her to be the one to catch him.
