Protector of the Lost Island. When they were an infant equivalent, Azoth attacked them, stealing some of their Light and blinding their right eye. Due to this, Noe became much, much weaker than the average Tapu. A few hundred years later, she was assigned to watch over it by her mother as a trial of sorts to prove she was ready for full Tapu responsibilities of Poni. However, unbeknownst to Noe, this was a trick just to keep her busy and out of her mother’s hair for a while. For around a hundred years, they did pretty well with only the occasional, small problems arising. However, everything changed when humans first discovered the island. The newcomers seemed friendly at first, but eventually someone discovered that, in addition to capturing the Pokèmon on the island, they were  mining for Waterium-Z from the volcano, causing it to rapidly destabilize. Alongside Prismo and the inhabitants, Noe managed to get rid of the invaders, but at a steep cost- many Pokémon died from the volcanic eruption or were captured by the humans. With faith in her skills as a leader almost completely destroyed, Noe did the only thing she thought suitable for the situation. They proposed the idea of keeping the island with a thick veil of protective mist. However, Noe would need extra power to keep it running, and said strength needed to be acquired by the life-force of a Dark, Fire, Dragon, Ground, or Rock-Type Pokèmon sacrifice. Reluctantly, the inhabitants agreed, seeing the death of a few Pokémon for the greater good was better than many Pokémon dying for nothing. After the attack, when Prismo confessed to Noe out if guilt that he had been causing problems around the island and even sabotaged her plan to stop the minimize the volcano's destruction during the eruption, the Tapu turned their back on the Zeraora, feeling hurt and betrayed. Close to a thousand years later, Azoth attacked her again, stealing more of her Light and causing her to become very sick, confining her to her ruins and causing the barrier to fall and outsiders to once again step foot on the island. Thanks to the valiant efforts of both the inhabitants and outsiders, they were restored by a Waterium Z. However, Noe was unable to make the barrier after that and permanently kept it down from that point onwards. Noe can be blunt and has an aloof aura about her, but deep down she is a very kind Pokémon and hates herself for not being strong enough. Everyone besides the lead Guardian, Legendaries, and Mythicals call her Tapu Fini rather than her actual name.
