Elliot is a cyborg who was born before the apocalypse and frozen with his family as part of an experiment. Something went wrong with his cryopod and nearly killed him so he was converted into a cyborg and refrozen.
The cryopod broke again and rejected him. He was found by Nessie and taken in.
