OWNERSHIP
You can resell however you'd like.
Reselling traded characters is ok too. Free/gifted/raffle characters can be traded, but cannot be resold unless extra art is added. Please do not trade any designs of mine to people listed on my blacklist (even though I have like no one in my blacklist right now)EDITS
You can redesign as much as you like, even overhauling the entire design. I do not care at all.
You may draw over and edit the original design/drawing (unless I used a base, then ya might not want to do that for the base creators sake) Whitewashing/redesigning a poc design to be caucasian/white is not encouraged, I can't stop you but this will get you blacklisted.
