The news of Hera dissenting didn't take long to reach the A.A.H.W. The Mad Doctor was shattered, it had to be a lie that her little Hera was siding with the enemy.
Her fear does come true when one day it's her who ambushes the Agency and sees how different she looks, how her powers have grown ludicrously, there's so much!
That's no longer their child.
Bell creates a clone of Hera and names her the opposite in a fit of heartbreak and anger. She names them Juno, the Roman counterpart of Hera.
Juno is less emotionally driven and colder, they're trained very early on and are pretty much a fighting machine. They're the perfect child, heir to the A.A.H.W.
Juno from the get-go was given many liberties when it came to being around the Agency, they were raised differently as well.
Unlike Hera who had to get permission just to get out for a second, Juno would just do whatever they wanted as long as she was within Agency bounds.
One time, when some dissenters tried to attack the Agency, Juno was sent to neutralize whatever was going on and saw Hera.
Juno for the first time since her creation just,,, panicked. Her power seemed to fizzle instantly, something was wrong, why is there another of her? She felt.. scared and small.
The Mad Doctor and The Auditor explain this thing to her, that it started with her being the first and then Hera came second, a lie to calm her down.
Hera became swayed by the dissenters while being captured, a truth. She had to understand that Hera needed to be destroyed and that it would be her only goal.
They understood.
