Luna

Luna is a celestial goddess called to walk among earth as a college student. Her job is to create beautiful art out of things around her to show people how beautiful nature is and call them to respect it, the catch is-- she can't be seen doing it. The country she's currently residing in is very strict (no ties to any real life countries, this is a fictional universe), people are not allowed to wear what they want, and trash is constantly tossed on the ground as any people caught violating that are placed under government watch and threatened. Luna takes pride in trying to clean up the country while showing the people the beauty in life and nature, trying to reawaken them from their trance. 

Luna's hair is made out of particles from the galaxy, and sparkles (sounds like this!) her earrings are inspired by the planetary system and her outfit (not the one shown currently, needs to be drawn) is kind of school-girlish, to blend in.
