Becquerel struggled most of his life due to the excessiveness of the goo dripping off of his body. Thus, he never made very many friends, nor could he go much of anywhere without making much of mess. Throughout his life, he's learned to make less of a mess, but less of a mess still makes a mess, especially when you've got multiple goopy tentacles with a mind of their own coming from your back...
Bec's tentacles will try and keep him out of trouble most of the time, but if he's not doing something too silly or foolish, he can still control them normally, like tails! This lets him utilize them for grasping, rubbing, touching, slapping, and... so forth.
