Alethea is a member of the Order of the Starry Sky, a coalition of magically-powered beings in a high-tech world. She resides in the OSS's home base, Wishalu City, when not on missions.
Alethea has not always lived in Wishalu, or even in the OSS's world. When she was young, she was awoken as a Celestial (the OSS's term for the magically-powered individuals they gather) and taken to Wishalu, where her powers were identified as the manipulation of fear. Such a grim power was unnerving to begin with, but one day, she lost control of it.
