She and her brother (whisper) are twins from another dimension, they can both shapeshift and the staffs that they carry with them open portals to other dimensions, the staffs can also shape shift into everyday objects to make them not stand out. Echo and whisper were found when they were young children by a scientist who accidentally created a dimension hole into there dimension. They always wear filtering masks before traveling to other dimensions because they dont know which dimensions have safe air to breath.
