There are a bunch of Free to Use codes on TH, you can use the tags 'html' and 'User' to find some of them, or this link
As for using them, copy the code and paste it into your Profile Content (On settings) and fill it out by using the (hopefully there) directions on how to fill it out
Or if you mean How do you make these, the kind of coding it uses is HTML (only, no CSS)
If your interested in learning, I'd suggest Coding Resources, Learn Code (If you have a working Google Page Translate), and HTML Tutorial (for the basics)
For other resources there's Ribbons, Free Icons, Color Picker, and Coder.
