wisp, the queen of fey

wisp is the goddess on magic and the queen of fey. she is perpetually a child, she is mute and can not speak.
(in my worlds) fey are the souls of children that have died. wisp takes these innocent souls to her relms where they can play and explore for eternity.

even though she is one of the four queens she is not a dragon. she was a gift to Fortune, the lunar queen from the great worldtree what she lives in. it was a dark time for all  the gods but fortune was particularly hurt. (there is more lore stuff  that will take like 3 paragraphs to write here soooo) in a great storm  conjured by fortune, a single fruit was knocked off the great world  tree. this "fruit" was Wisp. _{world trees are weird shm} fortune then cared for Wisp as her own child.
wisp offen takes the form of a ferret-like creature that is, oddly enough, called a wisp. but she also has a dragon form. her "wisp" form is her true form and her "dragon" form is her trying to be a dragon...

in her "wisp form" she is about 3ft tall. unlike the other queens, she is basically a little ball of light. the other queens only sometimes glow and only part of  them glow but fey? she's a living glowstick. lineart does not need to be white but it helps with that glowing effect.
the tail fades to be almost transparent. if you cant do this you can make it look like clouds. just try your best
she has a forked tongue and sometimes goes blep :)
