Tavi met Gavin when Gav was only eleven. The boy seemed like he needed help, was on his own, and shied away from any kind of social behavior. Tavi, a roaming free spirit, decided to stick with the boy, in hopes of getting him to open up.

It worked, and now the two are inseparable. Tavi takes it upon himself to be a kind of babysitter for Gavin, despite him being an adult now. It must stem from looking after him for so many years.

He's learned a few skills to help out his companion, though sadly, they're not exactly the best ones. He can pick locks just with his own hands, no need for tools. He's able to provide a distraction for Gavin by playing the lost, sad fairy. and finally, he's able to literally shock Gavin out of his funks to get him back to normal.

It might be an odd combo for a fairy to be partners with a thief, but he's convinced that as long as he's around, Gavin won't do anything stupid.
