Major Athena.
She is a specialty breed of Pyroar that was developed in Team Rocket Labs. She belongs to one of the head honcho's of the lab and usually has free roam of it. She often reports back anything she thinks is off to her master so he can keep things orderly.
Because of her high rank she is often the "boss" of the lab pokemon and grunt's pokemon. To help with the success of her master and their plans, she problem solves from the pokemon perspective and sends out her own private teams of pokemon to handle special missions.
Athena only ever leaves the lab with her master, usually special events. While her personality is cut throat, she is not used often for battle. She seems above it.
