From a sect of religious orcs and dark elves in the underdark forced to the outskirts, they worship a cyclical death/rebirth deity. That deity is to be killed in the next 32 years, and the sign of the next incarnation is a child born with marbled skin.
Persepna obviously fits that bill. From birth she was raised away from other children as an acolyte, and is genuinely excited about her destiny.
With her book learning finished at the age of 16, she was sent out to experience the world and learn to appreciate all life for the next 25 years. During her 2 years in the underdark, she learned of the surface and dreamed of going up. At age 18 she got there, and she's ready to explore!
Persepna is a naive and curious 18 year old girl who loves bugs, corpses, and gardening! She wants to learn everything she can, and she regularly drags corpses from battles back to her garden to use as fertilizer. There really isnt a lot she wont brush off with excitement or a giggle.
She speaks in antiquated common because she learned from outdated resources in the underdark.
