Lockett Angelion's original last name is Megalos. He was adopted by a rich Italian painter named Horatio Angelion who found him on the streets in his home country of Greece.
Horacio taught him English and Italian, and took Lockett under his wing since he could have no children of his own.

Lockett grew up to be a phenomenal painter, with a slightly terrifying side-gig.
He collects people. Living people. And keeps them in his mansion to the East of NYC.
The people he takes in are considered freaks by society, and had horrible home lives, or no home at all.
They are allowed to come and go from the manor as they please, have other relationships... his only rule is that they come back to him eventually.
A few have managed to get on their own feet and move out, but they maintain contact with him, which fulfills his one rule.
He buys Fontane from the Sciaccas after they kidnap him, and that same day Arcanus comes by and takes him back-

He never pushes any of his 'collection' to be intimate, he moves at their pace, and if they don't want to move at all, he's fine with it.
He also never takes, only waits for them to give affection. He gives plenty of opportunities to give affection, but never forces it.

Arcanus has described him as "Inherently horny and flirty with everyone, regardless of if he actually wants to sleep with them or not." Which fits him VERY well, as he calls EVERYONE pet names and is a very, very touchy individual.
If the person expresses that they don't want to be called pet names, or touched, he will stop immediately.
The other criminals in New York are terrified of the man. If he isn't acting flirty and using pet names, the man is P-I-S-S-E-D.
And Lockett has earned that fear fair and square.
