smiler is the head of the marma-stravaganza circus, a circus created by the ministry of joy to branch out their marmalising methods. its intentions are anything but good. smilers a little over the edge, crazy, cynical, and sadistic. given the lead to the circus, he became too ambitious with the project and begin to ignore any orders from the ministry... thats gonna cause issues later on. basically its just a crazy being running a crazy circus!
