Nobody knows anything about this guy, and whatever he tells you about himself probably isn't true. He appears as quickly as he disappears, usually after ripping you off.
PERSONALITY
Alluringly charasmatic, Eugene is a professional smooth-talker. He's a master of convincing, truth-twisting and conning, and he knows nobody's better at it than he is. He could sweet talk a bear into giving him its claws and come out completely unscathed. Once you make a deal with him, you'll likely never see him again, and if you do, he'll put on a voice and give you a completely different name and pitch like he's never even met you before. Nobody knows where he lives, what his actual age is, or if anything he tells them about himself is actually true or not. Truly, a mysterious fellow.

BIOGRAPHY
BACKSTORY
Eugene, if that's even his real name, seems to come and go from reality as he so pleases. Everyone who's met him has gotten a different name, backstory and sales pitch, and most of them are out a few thousand bucks and looking for a bone to pick. Despite 90% of Lithium City hating this guy, he still manages to pull of scams left and right, and the only people he hasn't managed to rip off (yet) are Michi Miyoko, Ryan Lyorde and Miles Rovian. Michi and Ryan, because they saw right through him, and Miles, because he didn't even have any money to take in the first place.
MAIN STORY
The only honest deal he's ever made is with Will Cresswell and Delphi Lan, who gave him an access key to a highly secured website in exchange for a staff keycard to a private Visatech staff event.
RELATIONS
Genuinely enjoys Miles's jokes. Occasionally employs him in his cons in exchange for a bit of cash.
Met him through Ryan, and they actually got along pretty well. Doesn't mind hanging around him, and doesn't try to shake him down for cash either.
One of the few who managed to see through his elaborate lies. He annoys him.
