This creaure was created in an attempt to see in pokemon Dna could be minipulated and combined to create new and unique creatures. This one in partucular used an eevee base, a pokemon know for an adaptible genetic code, and the easily minipulated adition of a cosmog. This is one of an unknown amount of unnaturally created pokemon.
It has been obsurved to glow brightly on clear moonless nights when the celestial bodies are most easily seen. It's gaseous mane is poisonous to those it views as a threat and it very thick. However, it can be blown away temporarely by high wind.
