Tomoe is a solar, enthusiastic young woman who delights in participating in her immediate community - always inadvertently taking on leadership roles. Whether she was born to lead or developed the tendency for it through years of hardship is anyone's guess but what is certain is that she is quite apt at it. Her leadership focuses on encouraging cooperation, working towards a same goal - fighting the same foes.

The aforementioned life of hardship has made Tomoe's outlook on life cruel. She believes exploitation and violence inherent to humanity: some are just evil and must be punished by the good. The good, of course, being herself and her allies. Tomoe is not one to forgive. Her black-and-white view of morality does not allow for ambiguity; rare occasions wherein she finds herself at odds with justice exist, but in such cases she would rather change her own perception to justify her hypocrisy than admit wrongdoing.

A little manipulation and lying are not beyond her. Tomoe's presentation is cheerful and approachable and while not a façade, there is an element of secrecy to her, a surprising depth of thoughts behind the constant cracking of jokes and speeches about altruism. Ultimately, Tomoe's belief (or obsession) in her justice is both her strength and her weakness.
