As stated by the designer and creator (SOUTHWEST) of Sybil, he is: 

A fallen angel with foresight powers that decided the best possible use for such powers is to spy on everyone around him. Very reclusive, but the world is like their soap opera: they're very invested on the lives they decide to peer on, but they rarely get involved. Sure, they could prevent conflicts if they spoke up about what they saw, but where's the fun in that? Where's the drama??

He currently has a monkey form for the show Lego Monkie Kid (the one with the tail + blue markings on his face)! His backstory is a bit of a WIP...
