A Team Rocket grunt who was recruited at age 13 and was assigned under Rocket Executive Proton. Leo did not have a good family and ran away from home. Being a vulnerable child with no way to provide for himself, it did not take much convincing for him to join Team Rocket, which promised him a place to stay and food to eat.

 There, he met Cygnus, who was the same age as him. They would often be assigned together because Cygnus prefers to speak via sign language and Leo knows sign. From there, they bonded over many things, including being very young members in the organization. The two also had interests of their own that they rambled about to each other. Their friendship became stronger and stronger, and they began dating when they were both 15. 

Both him and Cygnus were assigned to go on a heavily dangerous mission during the events of HGSS (after Slowpoke Well but before the HQ infiltration). While on the mission, Cygnus was shot and killed, and Leo was a firsthand witness to it. Leo managed to bring Cygnus' body back to HQ, where it was incinerated.

During the Goldenrod Radio Tower incident, Leo fled and managed to avoid arrest. After catching some pokemon on his own, he released his stolen pokemon (unfortunately looking for the original trainers wasn't an option). He wandered from place to place for years afterwards, managing to get by with money from pokemon battles. Eventually, at age 21, he was contacted by Cygnus' siblings. A rehabilitated Proton had informed the siblings of Leo's bond with Cygnus prior to his death, and so they managed to reach out to him. They met up, and Leo was welcomed into the family as the sibling-in-law that he would've been.
