Having been created around the same time Mordecai has been, C-I9 was created to distract everyone from any of the activities that may have been unusual to the civilians between the Remedium organization and the Tereus Resistance.
Being thrown into the music industry upon awakening, C-I9 was programmed with the ability to sing by default unlike the other models who needed to learn on there own or program it into themselves.
