My beloved little lad
-cares a whole lot for his sister
-gets into fights a lot
-lowkey a masochist
-killed his bullies as a kid, never really got consequences for it
-has an eye for an eye mentality, wants to make people suffer for every minor inconvenience they cause in his or his friend's lives
Parents died when he was young, and then lived with a friend of his mom's and her daughter Akii. She got him a place with the scouts (cuz she's the captain) and had to always get him out of trouble. Since he got into fights a lot they had to deal with all sorts of accusations
When she dies, Storm is suspected because they had a fight the day before, and gets cast out. He still lives in the city, just in the shadows. No one but Akii knows.
Storm eventually finds out who was actually behind it together with his sister. He gets revenge, killing the person just as they were trying to attack Akii. She afterwards pressures him to leave the city for good, at least for a while. He joined a group of rogues, and got them to accept Akii in as well when she was driven out of her home.
He's impulsive so he's not really allowed to be in charge, but he's still seen as the second in command of sorts
despite his wings and tails hes really stealthy and got away with a lot of crimes, since he was never caught
