Iapetus

Iapetus (pronounced yea-petus or however you want) is a strange, self proclaimed doctor that lives in an abandoned nuclear plant and the sewers that run under it.  he is somewhat of a legend among the mutant creatures that live near the plant and the adjacent forest, and has been claimed to cure some creatures of their deformities.  in reality, he isnt the best at his role as a doctor and frequently prescribes random medications that have nothing to do with the patients illness, or tests the medications himself, unknowingly addicting himself and probably contributing to his deteriorating mental health. He also dumps medical waste and expired pills into the local river, also unknowingly contributing to the high birth defect rate.  iapetus is very secretive about his upbringing and he also has a very selective memory, possibly even suffering from some kind of memory loss. He has frequent moods swings and can be quite indecisive. at his best, he is quite intelligent and technically minded, being the only animal in his community that knows how to work a computer. he has very poor eyesight, likely due to getting chemicals in his eyes. he has no friends or acquaintances, and although he very much prefers to be alone, he is welcoming to most guests that wonder in. he speaks in very vague, prophetic sentences and trails off into nonsense at times or forgets what he was saying in the first place, yet always remains eloquent. He has extreme paranoia and is subject to obsessive outbursts that he is being targeted-most commonly centered around the idea of germs, parasites and diseases infecting him or being hunted by computers-whatever that means.  He is quite superstitious and a bit of a conspiracy nut, being that he is gullible and believes anything he reads on the internet. He is very obsessive about cleanliness and spends most of his free days scrubbing and polishing every inch of where he lives with strong carcinogen chemicals.  The idea of disease and filth disturbs him so much that he has occasional severe panic attacks that usually end with him scratching himself until his scales start to fall off (or in some rare cases, becoming violent and snapping at others). He wears sterile clothing, usually a long white lab coat, or hazmat suit (usually worn when cleaning) only taking it off to swim or to take a bleach bath. He almost always wears a kind of gas mask, goggles, or at the very least a surgical mask. it is rumored among locals that he was born the color of a normal alligator, but turned white due to his nightly bleach baths. Most of the meds he gets he orders online on shady websites or from the deep web,
He survives entirely off a diet of canned beans from his "bean room" and a large compliment of "vitamins," which is just a handful of random pills he takes every morning (he never sleeps).

Tinker often comes to him first whenever Glitch goes missing, because he usually comes to play with the mutant deer who live near the nuclear plant where Iapetus resides
