Being known as Dr. Baby due to his soft nature and care for especially young patients, Barnaby is the head of the hospital and rehabilitation district and is the youngest district head in present times. The man works constantly and tries his best to care for all patients equally, being very careful with who he selects as assistants, surgeons and nurses to ensure it stays this way. 

He is gentle and embraces feminity thanks to the city's high tolerances and defeat of most of the stereotypes back in the early 2000s (with Barnaby having been one of the very eager activists before his medical career). So he is loved and admired by a lot of locals.
