Regiteon was created for the purpose of bringing balance into the world. It was meant to be a peaceful observer, not a weapon against anything that could destroy peace. However, Regiteon's faulty design made it just that. As the robot collected information and learned about the world, it concluded that a lot of humanity is harmful to worldly peace. Thus Regiteon slaughtered hundreds of people until it ended up somewhere deep in the wilderness with no humans around.

Regiteon is a mostly harmless critter when it stays in inhabited wilderness. There the only thing it usually attacks is itself (unfortunately for humans, some mysterious power always brings its blown up pieces back together). Among human civilizations, the pokemon is a ticking time bomb and a potential weapon of mass destruction.
