Rasja is a Kyrja who did not fall so much as saunter vaguely downward.  (Hat tip to Good Omens.)  She just couldn't see the point of letting all these lovely, useful, human souls go to waste when she could be putting them to use now.  Besides, the future is so uncertain!  Why would they want to be reincarnated?  Haven't they seen the mess the planet is in?  It's better this way, really.  She's doing what she does to help, really, she is.
