BACKGROUND
Gaster realizes his powers are getting weak, he needs to create a protection, the humans on the surface are usually violent towards monstershe wanted to make sure him and his family would stay safe on the surface. Luna was his 8th try at creating new kind of monster, once eight was fully created and her body was half cat half skeleton body. There were a few flaws with eight, it would take her longer to regain her strength when using her powers and she was mostly part cat making her easier to kill. Since athro animals are weaker than skeletons, she was considered inperfect.
