Halloway is a vigilante that believes that the world needs to be saved and he’s the one to do it.

He is always sticking his nose where it doesnt belong yet he is loved by most (other than the police)

Halloway is seen as a hero to most because he doesn’t just kill his victims he tends to psychologically torture them instead and release them. He also will ”check up” on them. unless there crimes are terrible then he chooses to torture and kill. 

His vigilante name is the prowler. 
He is really good with children and kind to almost everyone. Customer service LOVES him.
