Backstory: They've been adopted by their beloved trainer https://toyhou.se/667847.cinne !
Cinne was on her quest to train her pokemon when all of a sudden, a strange women approached her. The women stated that she could no longer look after Minato and would love to gift then to someone who would properly take care of them, and since the women has been seeing how good Cinne was taking care of her one pokemon. She decided that it was best to gift the Pokemon to the younger girl.
This is where Cinne name Jirachi, Minato because the way they look reminded her of the sea. Minato became her second pokemon after Cacao.
