Zenkou is the prime Okami, the Great Messenger. A Wolf God.

They were a loyal retainer to Raiden Shogun and carried her power and word across the land, and some would even say they carried an extension of Her Excellency's power. Because of their role, they could conquer land, sky and sea alike. The Great Okami could reach the farthest depths of the world to do Her Excellency's will.

When corruptions pervaded the land during the Archon War, Zenkou asked Raiden Shogun for a fraction of her power, so they could contain the corruption within Inazuma and assist in purging it. However; the corruption left in the aftermath of the war proved far too much for even the gods, and Zenkou carried on the rites of the late Kitsune Saiguu in pruifying the corruption, directing the stains to the sacred sakura for cleansing. To keep the sanctity of Inazuma, they rest underneath Raiden's sea of power, the Tenshukaku, a grand castle built with the help of the Tengu Lord Akisada. When they fell into deep slumber, their power, blessed by the Shogun, spread throughout Inazuma. New Electro Infused flora sprouted from the earth, a symbol of a blessed land.

Before their slumber though, they passed on their duties to their descendants, the Okami that would eventually be the Akechi Clan, serving under Raiden Shogun loyally in the Great Okami's absence.

However; when Inazuma fell into war from the Vision Hunt Decree, the corruption in the land spread again, waking them from their slumber. When they came to, Raiden declared war on her own people, and now all that Zenkou wants to do find out why she did it. Though, they watched helplessly as Raiden mercilessly slaughtered the Akechi Clan, save for the sole heir, Mawari, and granted them an Electro Vision to hold their loyalty over their head.

Now even Zenkou is just... shattered. They wake up from thousands of years of sleep to see their children slaughtered and forced into loyalty, their lord taking away the lives and dreams of her people. So they fled the Tenshukaku, all the way to Sangonomiya where the body of the great serpent, enemy of the Shogun lay. They called upon the spirit of their fallen enemy to bring about a plague to Inazuma in an attempt to stop the Shogun :)

If Raiden didn't kill their descendants, they would have remained loyal, actually.
