Akechi Mawari is by all means the last surviving member of the Akechi Clan: a Tenryou Commission Clan whose political power rested in their military prowess next only to the Kujou Clan. The Akechi were descendants of the Great Heavenly Messenger, Zenkou; a Wolf God who swore loyalty to the Almighty Shogun eons ago. The Akechi were also messengers and mediators between the Shogun and her people, but as the nation was constantly at war, the Akechi became a symbol of the Shogun's stance to declare war, and they were at the vanguard alongside the Kujou.
However; this would also mean that the Akechi did indeed have political sway. As their role in Inazuman politics were to be messengers, they knew the will of the Shogun more than the other Commissions. As such, forming alliances and kinship with the Akechi was very coveted among clans. That being said, many generations of Akechi marriages were to commoners to prevent corruption within the political power play. It was also to the irritation of the Tenryou and Kanjou Commission that the Akechi would also be more "reasonable" people by also corroborating and dealing with the Yashiro Commission.
By the time Mawari was born, the Kujou and Akechi Clans have been discussing marriage between the clans. However; the real goal was to absorb the Akechi Clan's forces into the Kujou to monopolize on military power.
Before the declaration of the Vision Hunt Decree, were framed by the Head of the Kujou Clan and his supporters claiming treason and forging evidence such as letters between the clan members. This was to ensure the Akechi Clan would have no choice but to either surrender, or most members would be executed. The clan head , who would ideally be the only one remaining, would be given no choice but to lean on the Kujou for military support, effectively executing the plan.
And that was what exactly happened. Mawari, who was forced to confess to a crime they had not done before the puppet Shogun, was given a choice: To die with the rest of their clan, or to execute them themselves as penance and thus all resources of the Akechi will remain in their hands. Mawari, fucking shattered over this and realizing that if they accept death, the legacy they will leave is that of traitors, and a LIE. In a last ditch resort to save what remained of their honor and dignity, Akechi executed their own family because FUCK NO. They didn't survive for this long only to be traitors. It was a necessary sacrifice even if it fucking broke them.
And as if the gods were mocking them; after they struck their last family member dead, they received a Vision.
Mawari knew it was all a lie. The Akechi did not agree with the Vision Hunt Decree and they made that known, thinking about the future and the people of Inazuma and the implications of the aftermath of throwing the entire nation in turmoil. This was used against them, hence why the Kujou and other affiliates decided to frame them for treason. Mawari, fucking embittered about the whole ordeal, decided to become a double agent for both the Shogunate and the Sangonomiya Resistance. If they were going down in history as a traitor, then they'll be sure that people know they did it for the people on Inazuma and not their own self gain.
So Mawari worked together with Ayato, helping bring both Resistance Soliders and Akechi Soldiers into Tenshukaku to assist the Traveler.

This was also to spit on old man Kujou. They're a clan head now, and that means they make the executive decisions for the Akechi, or what is left of them.
Mawari wanted to just kill the clan heads who were responsible for all this, but they had to remain strong for themselves and just... Accept it. Make something better, even if all they want to do is tear everyone apart.
