If you purchase a design, you can do whatever you want with them. Redesign, change, use for commercial purposes, etc. They are yours.
Please do not resell them for a higher value without adding additional content (art) relating to them, however.
HoweverIf you trade for a design (be it art, another character or something else) you may not resell them for money at all or use them for commercial purposes.
