Arlan might look like a charismatic man- and you are correct. But he is also lethal and will absolutely find you if he has to. He grew up in Romania and ended up moving to the states for his occupation. Later he met his brother, Nils, and they have been inseperable. Arlan has two kids, Silas and Illyea, which are his pride and joy.
