Ray owns a casino in a major city. Unfortunately for the residents of said metropolitan area, Ray has “gamed” the system so to speak, and has disguised his casino as an arcade. With unregulated gambling being his entire business foundation, Ray has grown pretty smug about being able to skirt the law, and paints his hair with golden gel to form a crown on his head! Police have been trying to being him down for years, but “all his income is in quarters! [they] can’t bring him in on such small transactions!” He also has an army of arcade machine robots ready to bring down any nosy investigators!
