Jack is able to utilize magic by using cards, with different kinds of cards having different abilities he could use them for. For example, he can summon fire with aces, while kings summons weapons, and certain tarot cards gives him divination. However, he cannot use any of these powers without a valid card, he is unable to simply draw a card symbol on a piece of paper and use it. His magic relies heavely on cards.
