Weird game character from multiple freeware games that is semi sepiant. Enough people remember him but cannot find his game. The most common game people agree he is from an old digital game that encourages you to Biff or hit the fox. Which gives him is unfortunate name Biff the fox. That being said, more violent versions exist including a game in which this guy has a mafia hit on him. Reason for belief in Biff's sapient behavior is the character's interactions with the player. Sometimes it even gets personal with some people to the point actual authorities are called.
Hopefully a redesign is in the near future.
