Crooky's a runaway from skypiea, wanting to build his own ship and sail the seas after The Strawhat Pirates liberated the skies from Enel. He found his way to The Shell Pirates after consuming a Devil Fruit he scavanged from a Marine base.
The Hoot-Hoot Fruit allows Crooky to turn into an Owl and use his skypiean wings to actually fly. He often uses this ability to scout ahead of the ship, or sometimes to just get away from the others when being scolded or when a prank went wrong.
