They’re an omnipresent god who can see the future. They call themselves The Story Teller because they are in charge of stories and everything that happens within them. And to someone who resides within a world of a story, that is endless possibilities.
Author covers up “plot holes” and removes characters, otherwise known as the citizens of the story, if they feel they are unneeded. They can also be a background force if a character needs to be pushed in the right direction.
Of course, there’s a being above them, if they were the highest power there wouldn’t be “plotholes” or misplaced characters to begin with.

 The Story Teller may be omnipresent but they cannot see the beings above them. All they have as proof that they even exist is the one that walks within the story (a self proclaimed “God god”) and the plotholes that form when characters are “misplaced”.
