Story:
Carlos doesn't remember much about his family. He was surrendered to Genetech when he was 6, trafficked to New York, and grew up more or less in the lab. He got into trouble from a young age, and struggles to maintain order in his life. He's easy-going, but high-strung, and manic at times. At 15, he fell in with Boreal's gang and began dealing. At 21, he got promoted to running the bar with Storm, because Boreal has a soft spot for him. He's perpetually broke due to poor money management, and enjoys drinking and partying.
