Heather is a special agent of the organization. Heather's partner is Andrew. Heather works unmonitored within cities. Essentially the organization sends Heather loose to destroy cities from the inside in exchange for giving Heather more freedom than other unit Leaders. Heather is said to be extremely rude and to be much more like a gang boss than an official tied to the government.
