Backstory
Not much is known about where exactly Happy came from before he wandered into Iron Harbor, other than that he came alone and VERY hungry. He quickly became notorious for snooping around the town's trash looking to score free meals or a new toy daily, leaving behind a mess wherever he visited. He wouldn't find a welcoming home until his adventures lead him to Liberty's workshop on the outskirts of town, ironically making perhaps one of the worst first impressions on her that he had made on anyone yet, when she came home to find the little intruder gnawing away at everything near the floor that he could fit his mouth around. It certainly took a while, but thanks to his persistence and her patience, Liberty would start to warm up to the little scamp every time she came back from her ironworks to find him waiting at her front door, even if she knew he was just dying to get inside and make a mess of the place. She was still somewhat reluctant to give up her solitary lifestyle at first when Happy made it very clear that no other home in Iron Harbor could or would take him in. But what started small, blossomed into a companionship that neither Liberty nor Happy would give up for the world.

Liberty [Friendly]
Happy might have his mischevious moments, but he loves Liberty dearly and would never dream of abandoning her or the shelter she provides to him. To repay her kindness of taking him in, he selflessly puts his all into guarding her home when she's away at her ironworks. ... sometimes. It depends on how free his schedule is for the day.
