The Murk

Mayor Vera Morrison is a politician in the Mega-Milwaukee area, and advocate for mutant rights. She is however corrupt and has a hand in much of the organized crime in the city. She justifies her actions because she feels they are the only way to gain power in the city, although in truth, she is selfishly motivated. She is the mayor of the city Madison which is on the western edge of Mega-Milwauke, the mega-city hugs the majority of Lake Michigan’s western coast.
She is also a supervillain, she changes her face to disguise herself, and works in the shadows to bring down her political opponents. 

design notes: she is a person (not a ghost/monster) her face is never “clear,” her features seem to change, and are generally uncanny, every time you look at her. Imagine how things look in a dream, that’s how she looks. She also is quite fond of complicated, expensive jewelry
